On April 12, at 10:36 pm Eastern Time on April 11, 2025, the U.S. Customs and Border Protection issued an announcement announcing further guidance on the Executive Orders for the Extra Tariffs to be paid for the collection of imported goods issued by the U.S. government on April 2, 2025, as well as the Executive Orders related to tariffs issued on April 7 and April 9. This includes tariff exemptions for computers, servers, smartphones, printers, semiconductor manufacturing equipment, wireless communication equipment (such as base stations, routers, etc.), memory, displays, semiconductor-related devices, integrated circuits and other products.
A 22-page product exemption list on the White House official website shows that if the "U.S. ingredients" of goods originating from any country accounts for 20% or more of the total customs declaration price of the imported goods, there will be no additional tariffs on "U.S. ingredients" and only reciprocal tariffs on "non-U.S. ingredients".
